MBM was engaged by Homes NSW to develop and cost a comprehensive 3,300-item Schedule of Rates (SOR) catalogue, led by Executive Quantity Surveyor Jordan Dimech.

As team lead for the Homes NSW‘s Responsive and Programmed Maintenance Contract, Jordan was responsible for developing and costing a comprehensive 3,300-item Schedule of Rates (SOR) catalogue. Jordan’s approach involved a detailed, first-principles rate build-up, incorporating labour, plant, material costs, and productivity ratios. Jordan also applied locality factors to adjust rates across 13 different contract areas in NSW.

The work set the baseline for maintaining the NSW Government’s social housing portfolio over a ten-year period, valued at an estimated $2.5 billion, with provisions for rate escalation. Jordan further conducted a complex analysis of price-related tender returns and evaluated each tenderer’s priced SOR catalogue across the 13 contract areas. He ensured compliance with the limit of awarding no more than three contract areas to any one tenderer. To aid the Tender Evaluation Panel, Jordan developed a dynamic cost model in Microsoft Excel that allowed for scenario-based decision-making. Jordan presented the insights during multi-day workshops. 

The project’s success in NSW led to Jordan engagement by a different state for the implementation of a similar model for its new contract. While the projects may not attract typical industry awards, Jordan’s work delivered significant value to taxpayers and freed up funds for alternative state priorities.
