As a response to the recommendations from the Royal Commission into Victoria’s Mental Health System, the Victorian Government committed funding to the health sector for the delivery of 144 new acute public mental health beds. Included in the delivery was 120 hospital-based beds and 24 home-based beds. The hospital-based beds were delivered across four sites: Northern Hospital in Epping, Sunshine Hospital in St Albans, the Royal Melbourne Hospital in Parkville, and the McKeller Centre in North Geelong.
The project delivery was fast tracked to ensure delivery of the facilities allowed for operations to commence by 2023; as such, innovated strategies were required to ensure that the programme and budget commitment was met. This included:
- Modular Construction, where three of the four sites were a hybrid between modular construction and a traditional build, enabling elements of the building to be constructed in a factory settings with the rest of the project elements occurring in tandem.
- Early Contractor Involvement and Managing Contactor procurement methods: A modular Contractor was engaged as part of the ECI process during the Schematic Design Phase to provide advice to the design team as part of the design development process. A Managing Contractor was then engaged during the Design Development phase of the project, allowing for collaboration with the design team, the client group, and MBM to ensure the delivery of project requirements.
- Early works / enabling packages allowed for a further advantage to having the MC on board as in-ground services and substructure was attended to whilst other parts of the building design were being finalised.
