Services Provided

MBM provided Facility Management and Cost Management with respect to the scope of works associated with the PPP including:

  • provision of all capital cost estimates and cashflows, life cycle costs and cashflows, for inclusion in the project business case
  • development of the Public Sector Comparator (PSC) for capital costs and operational costs
  • the design and construction and its ongoing operation and maintenance, with a view to optimising whole of life costs
  • development of technical documentation and ensure coordinated technical documentation other advisors and team members (e.g. correctional services, commercial, legal)
  • provide reports and advice as necessary to the Project Director and governance
  • preparation of the Capital, FM and lifecycle components of the affordability estimate
  • valuation of the proponent submissions

Project Background and Scope

The Clarence Correctional Centre PPP project encompasses the design, build, finance, operation (including all custodial and health services) and maintenance of a new 1,700 bed, multifunctional, correctional facility servicing the northern part of NSW.

The new facility will include:

  • a maximum-security facility with 1,000 male beds
  • a maximum-security facility with 300 female beds
  • a minimum-security facility with 400 male beds
