MBM are providing comprehensive cost planning services across the project lifecycle, including the base building scope, tender phases, and planning design scope. Our role encompasses high-level cost advice, preparation of detailed cost plans, risk and value management input, and tender stage support to ensure the project is delivered within budget while maintaining its design excellence and sustainability vision.

Project Background and Scope

Norwest Quarter is a visionary, master-planned mixed-use precinct by Mulpha located at 40 Solent Circuit in the Hills District of north-west Sydney. Spanning approximately 3.8 hectares of former greenfield land, the development will deliver nine slender residential towers comprising around 864 apartments, together with over 6,000 m² of retail, commercial, childcare and community-serving space. Stage 2 focuses on two new residential towers (Buildings D and I), indicatively yielding 135 and 65 apartments respectively, supported by shared amenity, integrated ground plane design, and strong sustainability targets, including Climate Active Carbon Neutral certification.

Project Challenges

Delivering on Mulpha’s ambitious sustainability objectives, such as zero-carbon operations and high NatHERS ratings, requires cost-effective integration of advanced building technologies.

We actively participate in value management workshops to identify efficiencies without compromising quality or sustainability outcomes, while providing cost analysis for inclusion in the project’s Risk Register. Our approach ensures that sustainable design features such as rooftop solar, EV charging, and all-electric services are delivered in a commercially viable way.
