MBM was engaged by Homes Victoria to support the development of a comprehensive business case for change. This engagement encompassed a detailed analysis of the current state, exploration of alternative procurement and delivery models, and benchmarking across relevant jurisdictions. Based on these insights, MBM will recommend a preferred contract and commercial model, develop a transition plan, and prepare a procurement strategy aligned with both the business case and Homes Victoria’s key maintenance objectives.

As part of the business case, MBM conducted a current state assessment to understand existing operations and constraints. This was followed by an evaluation of contractor model options, supported by benchmarking data from other jurisdictions. Based on this analysis, MBM provided recommendations for a preferred maintenance contracting model that prioritised customer-centric outcomes and positioned Homes Victoria to achieve best-in-class service delivery. A transition strategy was also developed to guide implementation of the new model, incorporating change management processes tailored to the client’s current state and future priorities.

In parallel, MBM prepared a procurement strategy to support the sourcing of Facilities Management (FM) services. This included an approach to market sounding, the development of contract structures and specifications aligned with the preferred model, and a high-level scope that defines the split of contracts by type. A performance management framework was established to ensure accountability and service quality, and MBM prepared all necessary contract and tender documentation to facilitate the procurement process. MBM also provided assistance throughout the tender transaction phase.

Project Background and Scope

Following a third-party review of Homes Victoria’s public housing maintenance practices and performance, a number of specific areas of operational and strategic asset management reforms were identified.

Consequently, Homes Victoria were seeking to improve supplier management through transforming maintenance contracting model and procurement processes and through improvement in these areas, hoped to significantly enhance efficiency of maintenance programs, value of expenditure on maintenance and renter satisfaction.
