MBM has been providing cost management services for all projects from feasibility to building completion. Our value management initiatives have ensured projects are tendered within budget constraints and our oversight of additional costs during construction have achieved value for money outcomes.

Project Background and Scope

The Early Parenting Centres (EPC) program provides specialist support for families with children from birth to 4 years. The program comprises 9 new build EPCs and 2 refurbishment projects.
The new build projects follow a template design for the Front of House and Inpatients Buildings with alterations to suit agency requirements.
The refurbishment projects for QEC Noble Park and Tweddle Footscray provided a modernisation and expansion of existing centres.
The first tranche of new build projects were for Wyndham, Whittlesea, Geelong and Bendigo with the second tranche for Casey and Ballarat.
Further new build EPCs were added to the program including Shepparton and Northcote

Project Challenges

Each site presented different conditions including slope, contamination, rock, unsuitable fill and bushfire attack levels.

MBM Solutions

MBM worked through substructure design solution options for each site with the design team including consideration of a conventional design on fill, suspended slab on ground and suspended slab on blockwork. The most cost effective design was evaluated according to the contamination removal, imported fill and structural design variables.
