MBM were engaged by ECU for FM Strategy and Procurement services

Project Background and Scope

Edith Cowan University (ECU) is a prominent multi-campus institution serving both Western Australian international students. Dedication to providing industry-relevant teaching and research, the University historically outsourced its facilities management (FM) maintenance services to a single-source, integrated service provider.
MBM partnered with Edith Cowan University procurement and campus services teams helping with the FM Procurement and Transition project across existing campuses and the new City Campus..
Our team conducted a comprehensive review of the existing FM arrangements and identifying opportunities for market options and procurement strategies.. MBM was then engaged to assist with the full procurement process and transition phases with the scope including:
• Developing tailored tender documentation aligned with ECU’s strategic objectives
• Facilitating market engagement and evaluation processes
• Providing commercial and technical advice throughout the selection phase
• Supporting contract negotiations through to final award
• Support transition out and transition in activities

Project Challenges

Key commercial objectives of the project were to lift the quality of FM services and achieve cost reductions

MBM Solutions

MBM’s methodology and procurement method focused on preparing a comprehensive, performance-based, and disaggregated contract structure. The team designed a tailored commercial model and pricing strategy aligned with ECU’s service delivery objectives. The model balanced value for money with incentivised performance to reduce unnecessary overheads. The detailed, disaggregated scopes encouraged market competition for individual services and enabled specialist providers to deliver best-in-class outcomes.
