MBM was engaged by the VHBA for Asset Management Lifecycle Services

Project Background and Scope

Frankston Hospital stands as the leading provider of healthcare services on the Mornington Peninsula. Its landmark redevelopment—delivered as a Public Private Partnership (PPP) under the Partnerships Victoria framework—represents the largest health infrastructure investment ever undertaken in Melbourne’s south-east.

This transformative project comprised of a new 12-storey clinical services tower, featuring:

  • A new main entrance designed to enhance wayfinding and accessibility
  • 130 additional inpatient beds to meet growing demand
  • 15 new operating theatres to support advanced surgical care
  • Expanded mental health and oncology services
  • Enhanced women’s and children’s health facilities, including maternity, paediatric, and women’s clinics
  • 13 upgraded emergency department beds for faster, more responsive care

MBM worked with the MBM D&C and client project teams to evaluate lifecycle responses by respondents for 25 year cost allowances to maintain the new facilities.  MBM reviewed the responses from 3 respondents providing commentary and assessing VFM of costs for

  • Engineering Service (Mechanical/Electrical/Fire/Security/Hydraulics/Vertical Transport and Special Services) costs and replacement periods.
  • FF&E (Equipment) costs and replacement periods.
  • Building Fabric (Structure, Fit Out and External Works) rcosts and replacement periods.
  • ICT costs (including AV, Communications) costs and replacement periods.

Project Challenges

Being a PPP project, Respondents are responsible for design and construction of the new facities, with of the respondents having unique features that influenced lifecycle costs e.g. Electrified Hospital Design.  In addition, as a redevelopment project, costs included equipment that was transferred from the existing hospital and elements of the new facility was being transferred back to the State meaning transfer of lifecycle cost for some assets following completion of the new facilities back to the State
