MBM were engaged by the client to deliver comprehensive Facilities Management (FM) advisory services, underpinned by robust lifecycle costing methodology that supported the long-term asset performance and financial planning. We undertook Planned Preventative Maintenance (PPM) planning and scheduling, ensuring operational efficiency and risk mitigation across diverse asset portfolios. The team also provided strategic capital cost planning, enabling the client to forecast, prioritise, and optimise decisions throughout the assets lifecycle.

Project Background and Scope

Management and Training Corporation (MTC) engaged MBM to develop a comprehensive proposal to deliver Facilities Management (FM) services for Department of Home Affairs (DHA)–owned assets in Nauru. The engagement involved conducting detailed condition assessments and asset capture across multiple sites, forming the foundation for a tailored FM service model. The MBM team undertook a structured inspection and data collection program to assess asset condition and performance. This informed the development of a robust FM solution encompassing planned maintenance strategies, operational expenditure (OPEX) forecasting, and lifecycle replacement cost modelling, ensuring long-term asset sustainability and value for DHA.

A key challenge in delivering FM services for DHA assets in Nauru was managing stakeholder and compliance complexity. The project required seamless coordination between multiple stakeholders, each with distinct priorities and governance frameworks. Establishing clear communication protocols and decision-making pathways was critical to maintaining alignment and accountability. Additionally, the regulatory landscape presented strict adherence to Australian government standards, local legislative requirements, and human rights considerations.
