Project Background and Scope

The Rouse Hill Hospital is a major greenfield health infrastructure project designed to meet the needs of the rapidly growing North West Sydney region, which currently lacks local public hospital or community health services.
Located near Rouse Hill Town Centre, the hospital will be integrated within the Western Sydney Local Health District (WSLHD), working in conjunction with Westmead, Blacktown, Mount Druitt, and Auburn Hospitals.
The hospital’s scope includes an Emergency Department, in-patient beds, day surgery, short-stay medical assessment, virtual care, medical imaging, pathology, pharmacy, rehabilitation, and a range of outpatient services such as antenatal/postnatal care, paediatrics, and renal dialysis. It also incorporates staff administration areas, back-of-house services, car parking, and retail. Offsite infrastructure includes health worker accommodation, a childcare centre, and a multi-storey car park with associated roadworks. The project represents a critical step in delivering accessible, integrated, and future-focused healthcare to one of Sydney’s highest-growth corridors.

Project Challenges

The Rouse Hill Hospital project presented several complex challenges typical of large-scale health infrastructure developments:

  • Greenfield site complexities requiring full infrastructure planning and coordination from the ground up
  • High population growth pressures driving the need for scalable, future-proof health services
  • Integration with existing WSLHD facilities, demanding seamless clinical and operational alignment
  • Multiple stakeholder involvement, including local, state, and federal authorities, clinicians, and the community
  • Escalating construction costs and market volatility, impacting cost certainty and procurement timing
