Services Provided

MBM was engaged to deliver a multifaceted strategic advisory and review service for this project. The scope encompassed a thorough examination of reports, contracts, and meeting minutes to ensure consistency with project objectives and stakeholder priorities. To inform the audit and validate key findings, MBM conducted structured interviews with senior representatives from Place Management NSW (PMNSW), Darling Harbour Live (DHL), and other stakeholders including Business Events Sydney. MBM also facilitated targeted workshops and delivered presentations as required, fostering informed decision-making and promoting transparency across all stakeholder groups.

Project Background and Scope

MBM undertook an independent audit of Place Management NSW’s (PMNSW) administration of the International Convention Centre (ICC). The scope of the audit centred on assessing PMNSW’s management practices in relation to the Project Deed established between the NSW Government and Darling Harbour Live (DHL). References to DHL’s performance were made only insofar as they informed the evaluation of PMNSW’s oversight and execution of its contractual responsibilities.

Project Challenges

The project involved the complexity of the Project Deed, and the nuanced delineation of responsibilities between Place Management NSW (PMNSW) and Darling Harbour Live (DHL). These factors required MBM to navigate contractual ambiguity while maintaining objectivity and clarity in its assessment.

MBM Solutions

To address these challenges, MBM adopted a structured, evidence-based methodology, conducting targeted interviews, triangulating data sources, and facilitating stakeholder workshops. This approach enabled MBM to reconcile differing viewpoints, validate findings, and deliver actionable insights that supported improved governance, transparency, and contract administration.
