MBM provided full cost management services including cost planning, cost reporting, cashflow forecast, Pre-tender estimates, BoQ, tender review and negotiation services for the main tower and post contract services including variation and progress claim assessment for enabling works construction management packages.

Project Background and Scope

The Wagga Wagga Health Service redevelopment project involved the expansion and redevelopment of the current Wagga Wagga Base Hospital (WWBH) facilities. The project was broken into 3 stages with MBM providing cost management on Stages 2 & 3.

As well as delivery of a major regional health facility across multiple stages, the project involved decanting, enabling works, demolition, remediation and carparking strategies.

Prioritising of hospital services to be delivered was a major part of the early planning phases.

The project was successfully delivered in mid 2021. The project was delivered on budget largely due to MBM early inputs through scope prioritisation and accurate cost planning.

Project Challenges

  • The Site is generally the Wagga Wagga Base Hospital, Edward Street, Wagga Wagga and the Site access will be provided in accordance with the Contract
  • The Contractor shall set up the site and arrange the works so as to mitigate any impact on the day to day operations, pedestrian and traffic flow of the Hospital.
  • The Contractor is responsible for all costs and approvals associated with the establishment and maintenance of the site and its access, including hoarding or other facilities as deemed necessary for the works and protection of the public, staff and patients.
  • The Contract is responsible for maintaining the safe access to the Site and the safe movement of vehicles and pedestrians within and throughout the Site, without any substantial detrimental effect to the operation of the Hospital. The safe access must be documented by the Contractor as part of its Contractors’ Methodology Plan

Site Establishment:

  • Secure site with hoarding and clear signage.
  • Use noise-reducing and privacy screens near sensitive areas.

Pedestrian Safety

  • Create safe, accessible walkways with proper lighting.
  • Use traffic marshals during peak times.
  • Ensure routes comply with accessibility standards.

Traffic Management

  • Develop a Construction Traffic Management Plan (CTMP).
  • Schedule deliveries outside hospital peak hours.
  • Maintain emergency vehicle access at all times.

Minimising Hospital Disruption

  • Communicate regularly with hospital stakeholders.
  • Schedule noisy or disruptive works outside sensitive times.
  • Manage dust, noise, and utility disruptions carefully.

Contractor’s Methodology Plan

  • Include access drawings, safety inspections, and risk management procedures.
