MBM conducted a peer review related to the New Melton Hospital Project currently being procured under a PPP model.

Our role was to provide an independent review of the detailed project inputs and the Public Sector Comparator (PSC), as well as provide an opinion on the level of robustness of the PSC for the New Melton Hospital PPP project.

This involved an assessment and comments on the reasonableness of all key elements of the capital and maintenance costs in the PSC including:

  • Overall costing approach
  • Construction cost and risk allowances
  • Methodology for developing risk provisions

MBM provided the Government Technical Advisory services for Cost Management / Quantity Surveying during the PPP Bid / Evaluation phase prior to financial close, preparing a Feasibility study level cost plan addressing the requirements of the Functional brief and the Technical specifications.

Project Background and Scope

As part of the planning and development of the New Melton Hospital, a peer review was undertaken to cater to the projected doubling of demand for acute health services expected by 2029. The demand has been identified through significant population growth in Melbourne’s west where residents currently travel up to an hour to access appropriate acute hospital services.

Incorporating a flexible masterplan to allow for future expansion, the project is also taking into account surrounding infrastructure. Including construction of new infrastructure, the project will also address upgrades required to sewer and water networks within the area.

Conducting the peer review allowed a comprehensive approach to ensure the project is adequately prepared to address the community needs. The peer review has also ensured the project aligns with the broader strategic direction of the City of Melton council.
