Asset Management Consultancy

We help organisations strategically manage their physical assets such as buildings and facilities, infrastructure, and plant and equipment throughout their entire lifecycle. Our goal is to maximise value and performance, minimise risk, and ensure assets support the organisation’s broader objectives. Key services include:

FM Delivery Models and Advisory Services

We develop facilities management delivery models tailored to our client portfolios and operating environments that guide how they manage, maintain, and optimise their physical environments to support core business operations. Key elements of FM delivery models include:

  • Service delivery and commercial model development: We develop, stress-test and refine service and commercial models whether they be in-house solutions, discrete trade packages by service discipline, or bundled arrangements for fully integrated comprehensive solutions
  • Preventive and predictive maintenance schedules: We develop schedules of maintenance for hard and soft FM services, based on maintenance strategies, regulatory requirements, and industry standards to support asset planning and management
  • Specification development: We prepare detailed technical specifications and maintenance tasks lists that document instructions for maintenance delivery
  • Performance management frameworks: We create performance frameworks with KPIs aligned to contemporary industry practice for FM services and PPPs
  • Payment mechanisms: We develop payment mechanisms and pricing schedules aligned to service and commercial models for clients to include in tender and contract documents and support with evaluation frameworks and approaches

Facilities Performance Reviews

MBM undertakes reviews / audits of service provider performance and identifies gaps between the required contractual and actual performance. The review includes observations and recommendations for service improvements

Budgets and Forecasts

MBM prepares expression of interest, scope of works and tender documentation for Asset Management / FM services including tailored specifications, KPIs and contractual tender documents. We evaluate tenders and advise clients throughout the tender negotiation stages

In-House Delivery Advisory Services

MBM provides support to clients to develop their asset management/FM capabilities, including advise on internal functions, resource level and skills, procedures, processes and systems

Business Case Development and Reference Projects

MBM works with government departments to identify potential social and economic infrastructure projects suitable for private finance, prepares business cases, undertakes gateway reviews and identifies and assesses the preferred procurement options

Technical and Service Specifications

MBM prepares the detailed technical and service specifications, developing the key performance indicators (KPI’s) against which the outcomes of the project are assessed. Our clear project documentation is now considered an established industry standard and has been adopted on many of Australia’s social infrastructure projects

Public Sector Comparator (PSC)

MBM provides the capital and operating cost inputs for PSC’s and affordability estimates and works with the government’s legal and commercial advisors in assessing project risks to ensure that a robust PSC is developed for project budgets and bid evaluation

Bid Evaluation and Negotiation

MBM undertakes the evaluation of bids, including the design outcomes, service delivery models and the capital and operating costs. During the negotiating phase, MBM assess impacts of departures on D&C, asset management and FM obligations

Refinancing and Due Diligence

MBM provides support to SPV’s and financiers including the preparation of due diligence reports for refinancing equity transactions. Our due diligence supports the application for project financing, and second generation bid preparation. Our reports have been prepared for most of Australia’s leading project finance participants

Financiers Support

MBM undertakes D&C and AM/FM due diligence on behalf of bidding consortia. This includes identifying high risk/high-cost areas, attendance at value management workshops, and validation of D&C and AM/FM costs.

Post-Contract Administration and Audit

MBM is involved in supporting government and SPV’s in the administration of PPP contracts. This includes day-to-day management, performance monitoring, audits and advice on contract variations.
